How is this a Reform in History?
A reform is a change that something or someone makes that goes throughout history like the Liberty ship's prefabricated design. The pieces are already made, all you have to do is to connect the dots. Henry J. Kaiser was an inovated with this process. Kaiser introduced assembly line techniques to shipbuilding.

We still use this technique today, but not only on ships, but on houses and cars.
